Google has announced significant policy changes for Android, which will provide developers more freedom in app distribution and payment processing. Key changes include the ability for developers to utilise their own billing systems inside the Google Play Store, as well as the implementation of a Registered App Stores program to ease third-party app store installs. These improvements will be delivered worldwide by 2027, following the settlement of disputes between Google and Epic Games.

“Today, we are announcing substantial updates that evolve our business model and build on our long history of openness globally. We’re doing that in three ways: more billing options, a program for registered app stores, and lower fees and new programs for developers.”
Also, developers may now direct users to other websites to make purchases, which allows for greater flexibility in payment methods and potentially lower costs for users. The whole thing aims to provide developers more freedom while putting user choice and safety first.

The objective of the Registered App Stores program is to make it easier for approved app stores to sideload apps on Android devices. App stores that want to participate must meet certain safety and quality standards, which will make it easier for customers to install apps. Users who choose not to utilise participating app stores will still use the traditional sideloading procedure. The goal of this initiative is to make it easier for people to access applications and games in a safer way. The program will initially start outside of the United States, but it may expand to the U.S. in the future, depending on court clearance.
Google Play’s new pricing model distinguishes billing system costs while lowering service expenses for developers. Under this strategy, developers who use Google Play’s billing system will be charged market-specific fees, which will be set at 5% in regions such as the EEA (European Economic Area), the UK (United Kingdom), and the US (United States). Additionally, Google Play will lower the service cost for in-app purchases (IAP) for new installations to 20%. Google Play will also roll out an Apps Experience Program and an enhanced Google Play Games Level Up program to reward developers who improve software experiences. Participating developers in these initiatives will benefit from lower prices, with a 20% service charge applied to existing installations and a 15% cost for new installations. For recurring subscriptions, the service cost is set at 10%.

Significant changes are planned, with further information to be released in the coming months. The updated fee structure will be introduced in stages, beginning on June 30 with the EEA, UK, and US; followed by Australia on September 30; Korea and Japan on December 31; and the rest of the world on September 30, 2027. Furthermore, the revamped Google Play Games Level Up program and the new App Experience program are scheduled to start on September 30 for users in the EEA, UK, US, and Australia, with future rollouts following the staggered cost schedule. In addition, Registered App Stores are scheduled to be introduced, along with a big Android release, before the end of this year.
